People Over Papers App: Is There One & How to Use It on a Phone
Short answer: As of October 2026 there is no official People Over Papers app. The project runs its map as a website, iceout.org, which works in any phone browser for free. An App Store app called “People Over Papers – Alerts” does exist, but it’s sold by an individual developer, isn’t linked by the project, and charges for some features.
A lot of people search for the People Over Papers app, or how to “descargar” it, expecting a download button. Here’s what’s official, what isn’t, and how to put the real map on your home screen so it opens like an app. We’re an independent guide, not the project, and we don’t host any downloads.
Is There an Official People Over Papers App?
No. We checked three places:
- The official Linktree. Its “MAP | MAPA” buttons go to iceout.org/en/. There are no App Store or Google Play links.
- iceout.org itself. When we opened it in October 2026, it offered no app download or install prompt, just the map, filters and a Submit Report button.
- Press coverage. In October 2025 the team said it planned push notifications for a radius you choose (The LA Local). We haven’t seen that feature launch.
What About the “People Over Papers – Alerts” App?
If you search the App Store you may find an app with that name. Here’s what its own App Store listing showed when we checked:
| Detail | What the listing says |
|---|---|
| Seller | An individual developer (the listing names Tamer Demir), not the People Over Papers team |
| Mentions iceout.org? | No |
| Price | Free to download; posting and some features need a paid plan (weekly, yearly or lifetime options) |
| Real-time locations | Says it does not display real-time law enforcement locations |
| Privacy label | “Data Not Collected,” as self-reported by the developer; Apple notes it hasn’t verified this |
| Languages | English and Spanish |
We’re not saying the app is unsafe. We’re saying it isn’t the People Over Papers map. If you want the map run by the project’s volunteers, use iceout.org. If you choose a third-party app anyway, read its privacy terms and think twice before paying for a subscription.
Never Install a People Over Papers APK
Searches like “People Over Papers APK” or “app free download” sometimes lead to file-sharing sites. Don’t install an APK from anywhere other than an official app store. A sideloaded file can contain anything, and the real map doesn’t need one. If a site asks you to pay, install a file or enter personal details to see the map, close it.
How to Use the People Over Papers Map App-Style on Your Phone
You can get almost everything an app would give you by adding the website to your home screen. It’s just a shortcut; nothing gets installed.
iPhone (Safari)
- Open Safari and type iceout.org.
- Tap the Share button (the square with an arrow).
- Tap “Add to Home Screen,” then “Add.”
Android (Chrome)
- Open Chrome and type iceout.org.
- Tap the three-dot menu in the top corner.
- Tap “Add to Home screen” (on some phones it says “Install”), then confirm.
Once it’s on your home screen, tap the location button on the map to see reports near you, and use the language menu at the top left for Spanish or one of 10 other languages. Our map reading guide explains the filters and labels.
Want Alerts? Use Your Local Rapid Response Network
Since the map doesn’t send notifications, many people pair it with a local hotline or text-alert list. These are run by trained volunteers who often confirm reports in person:
- Illinois: ICIRR’s Family Support Hotline, 1-855-435-7693, which also offers text alerts (icirr.org).
- Los Angeles: the LA Rapid Response Network, 888-624-4752.
- Elsewhere: the national hotline list from NNIRR, which the project’s own Linktree links to.
Phone Safety Tips
- Bookmark iceout.org yourself instead of tapping forwarded links.
- Your browser asks before sharing your location with the map; you can say no and search by city instead.
- If you report something, leave out faces, names, plates and home addresses, and turn off location tagging in your camera.
- Verify before you forward a screenshot to a group chat.
